This is a color guide made by Steve Oliff for the comics AKIRA in the US. Beautiful page showing a key moment of the manga, the death of Kaori, Testsuo girlfriend. To be sellable to Americans, Katsuhiro Otomo, the author of AKIRA, contacted Steve Oliff to make a colored version of the comics. He then applied airbrush and handpainted this page as a color guide before the colors were made on computer. This is as close as original art as you can get as Katsuhiro Otomo art are not available for sale.
